I am using a program called Reaper for home music recording. It uses the LAME encoder to convert to mp3. I have no trouble downloading the application but when I try to install it I get a web screen telling me it can't find the .dll files needed to install. It gives me a list of registry cleaners and boosters to buy, but I have read those are dangerous and I don't want to use them.
Any ideas where to find the .dll files I need, or anything else to try?

What is it that you downloaded? You just need to put the lame_enc.dll into the Reaper application folder.
