Ok
I have a RW DVD CD combo on my lap top as does my wife on hers. Neither laptop is seeing a DVD- or DVD+ as being empty, although both register them as being in the drives.
I have XP pro and my wife has XP home. Both are up to date with updates and I have checked the driver for both DVD drives on the respective laptops.
The job I want to do is I want to back up my family photos onto DVD.
Hopefully one of you guys can help.
Thanks
Kev

If they are combo drives, then they won't burn DVDs. Combos play CD/DVD and burn CDs.
What are the model numbers of those drives?

The point is, when I put a blank DVD in - windows sees it as 0 bytes available - so it sees it as full. That is the case on both laptops so it can't be the hardware.

The problem is XP doesn't support burning to DVD, CDs yes, DVDs no. If there isn't some sort of burning software already installed on your system(s)............
Try this: http://www.deepburner.com/?r=download, select the free version and try that.
