OOB Patch Not Working Cannot install important patch!

Recently, Microsoft released an OOB patch for the Shortcut vulnerability, so I decided to install it because it wasn't already installed, according to my Update Information.

I checked my system properties and found out I have 32-bit Vista SP2. So, I downloaded the patch for Vista 32-bit (from the Microsoft site) and ran it. The installer found the update, and downloaded it, but then gave me the message "This update does not apply to your system."

I then decided to try the Vista 64x version of the patch, but with the same result.

Can someone help me with this?
