Using recordable blue-ray discs what drive is necessary for use and a couple other related ?'s

Well first of all i just noticed recordable blue-ray discs for sale capable of holding a incredible amount of memory(23gb)and i was wondering before i go buying them if i could burn blue-ray data on them even though my PC isn't a Blue-ray player.I do have a virtual blue-ray drive on my PC but i still am in doubt.Another thing i assume you have to have a blue-ray player to play the discs regardless of what codec or format the data is in on the disc.
Another thing i was trying to do a friend a favor and put a X-box game on a disc for him and didn't know if i had to do it on a blue-ray.I know PS3's are B-R games,but not quite sure if i would have to use a B-R disc i know it would a least require a dual layer.Any way thanks for any help.I know these are simple questions and i usually research things myself but i figured i would check out forums as this is my 1st time participating in them.

Hello and welcome to Bleepingcomputer.

If you want to burn a disk for a blu-ray drive, the media has to be a blank blu-ray disk, I believe you were asking if the disk had to be a blu-ray disk, well this depends, if you intend to copy a blu-ray disk game to another disk, yes it has to be a blu-ray disk, because the game will not fit on a DVD disk, they just don't have the room and DVDs burn differently then Blu-ray disks.

And yes you have to have a blu-ray disk player or burner to view blu-ray disks because the laser is different then a DVD or CD drive laser.
