error 0x000007b With Vista Issues downloading and installing files

I receive this error when attempting to download a file. Or often this error will occur when trying to install a file that I have successfully downloaded. I received this error when trying to operate Google Chrome and discovered that I could remedy the issue by disabling the sandbox feature.

Google Chrome is the only program that I have been able to bypass this error. I am not certain what the cause of it is. Can somebody help me?
