Is my low FPS caused from insufficient computer or malware

I have been playing a free game, League of Legends, and have constantly experienced extremely low FPS (average of around 9...). I am playing on an Inspiron 1526 with Vista. I was able to play World of Warcraft on it just fine about a year ago and I would think that League of Legends would be less intensive. I run Malwarebytes anti-malware and Spybot: search and destroy. I've defragged and run CCleaner as well. I don't have any background browsers or applications running when I play, but the FPS remains low. I can run a HiJackThis if needed, but I have problems getting the log to be created and posted a different post asking for help about that. So if anyone knows if it's an inadequate laptop or a result of malware please let me know!

League of Legends requires:
2 GHz processor
1 GB RAM
750 MB available hard disk space
Shader version 2.0 capable video card
DirectX 9.0 capable video card

Computer Specifications:
AMD Turion 64 X2 Mobile Technology TL-60 2.00 GHz
3.00 GB Memory (RAM)
32-bit operating system

Are you forgetting something? The Graphics chipset/card perhaps?

Apart from how powerful your graphics chipset/card is, you will also need to make sure the graphics (video) driver is up-to-date and that you have configured the game to run on optimal settings, keeping your computer's specifications in mind.

ATI Radeon X1270
1471 MB Total available graphics memory

And the settings are all on the lowest possible. Driver version is 8.413.3.2000.

Based from the game League of Legends. Wikipedia states that the recommended video card is Geforce 8800.

The game is graphics intensive, I doubt that your notebook's GPU can keep up with the juice the game requires.
Hardware tech when I was in college.
1st job was a network support for SOHO
2nd job was lappy tech
3rd Job way out of my league but its nice...
