Missing DLL file Reinstalling the driver Not sure what to do

Receiving error "The procedure entry point?_xfuncttr1@std@@ YAXXZ could not be located in the dynamic link library MSVCP90.dll . When I try to open Watchtower CD ROM I get this message. I was removing some unwanted programs and must have deleted a program that used this link. I was trying to decrease start up items and get rid of programs I rarely or never used under add/remove programs. I think this is a driver??? I searched recylce bin. I uninstalled watchtower CD ROM and then installed it again and restarted. I tried to run regedit because another forum indicated my registry might be messed up. Not able to get that to run. I did a system restore no luck ran a full scan for malware/spyware etc. Running Norton came up cleaned. I searched device manager looking maybe for the driver not able to detect which one it might be. I am now lost. Almost ready to call Microsoft but rather spend it on something else.

Here is an interesting read for you about MSVCP90.dll which is a Dynamic Link Library file needed to run various programs.
