I Can Not See The Programs

My daughter was using the pc and for some reason now I can see the programs installed or enter into contro panel because whenI press START or the windows key all what I get is a blue rectangle with win98 inside. i dont know how to return to normal. rgds

You can or you can't?

What happens when you go to Start>Run and type in msconfig or regedit? In Internet Explorer can you go to Tools>Options and see the dialogue box there?
