Frozen Desktop Can't access any desktop icon except AOL sign on

:thumbsup: i'm new, folks. All i know is I use a Windows 95 op, and my desktop is frozen. I can't access any thing from there. The only thing that works is AOL sign on. If I use START and go inside I can access
My Documents and thats all. Can someone help me regain control over my computer functions? The first thing that I would like to do is get to my Control board and set a sound alarm for when ever i receive a new email or instant message. Right now if i click 'settings' the whole computer freezes and i have to crash it and start again. Which gets me nothing except AOL. Whoever wants to try helping me must be patient. I know nothing.

What version of IE?
Are you up-to-date with windows updates.
Make sure your system is spyware & malware clean.

i went to internet options and cleaned all files, downloaded spyware, etc. Computer still freezes if i click any icon on desktop except aol. What else can i do to stop this eternal crash to reboot and go nowhere. apreciate any help.
