If you press F8 before Windows Startup Screen appears, (you may need to tap F8 to hit the proper time) and you choose to start in Safe Mode, do you see similar symptoms?
Are you connecting to the internet with wireless or wired connection?

Do you run any monthly maintenance utilities?
I am fond of Ccleaner and Defraggler.
Ccleaner has an option where you can disable startup items - it may be that one of these are causing the hesitations.

Hello Ogre,

I would suggest checking out this forum. Am I Infected? What should I do?

It sounds like there could be potential malware problems, and I think it would be a good idea asking for help from the Malware Response Team. Please read over some of the pinned topics at the top of that forum and feel free to ask any questions there.

Good Luck

Run hard drive diagnostics: http://www.tacktech.com/display.cfm?ttid=287 (or http://www.bleepingcomputer.com/forums/topic28744.html)
Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: http://www.imgburn.com/ to burn .iso file to a CD (select "Write image file to disc" option), and make the CD bootable.

NOTE. If your hard drive is made by Toshiba, unfortunately, you're out of luck, because Toshiba doesn't provide any diagnostic tool.

You can see the brand of hard drive by...

Start/Run...type devmgmt.msc and hit Enter. Click the plus sign in front of Disk Drives.

The diagnostic assesses the functionality of your hard drive.

Did you burn it to a disk or flash drive? It needs to be booted from one or the other to be able to check your drive. I don't think it can inspect the drive if it is in use.

Right file for the drive...but you need to burn it to a bootable CD from the .iso format it's currently in.

Follow the instructions at How to write a CD-DVD image or ISO - http://www.bleepingcomputer.com/tutorials/write-a-cd-dvd-image-or-iso/ .
