Computer locked Startup in Diagnostics / Selective Startup Mode

While trying to fix not being able to access the internet I accidently made an incorrect choice and now my Dell 3000 starts up in Diagnostic Mode. I can access F8 but it will not take me back to original startup. The keyboard and mouse are showing disabled and I do not know how to enable these to get back to the General Tab to correct my mistake.
Please, Please won't someone help me.

Do you mean Safe Mode?
