how do you create win 98 back up diskets? can it be done?

we want to back up the os and dont know how.
i dont know how to nav in win 98. i went to start>programs>accessories>system tools, but nothing there. the pc in question doesn't have cd burner. just a cd rom and disket. we bought five diskets. probably need more. but how do you do it? it is a legal os.
i went to MS knowlege base and all they had was info on xp.

Control panel>Add & Remove programs>Windows Setup>Double Click System
Tools>Check Backup and OK your way out.
You will be asked to put your Win98 Cd in to load the files.
Then you can go to:
Start>Programs>Accessories>System Tools>Backup

it's a free pc with no os cds or diskets. i need to be able to copy the os some how. we dont want to back up saved data. i'm trying to back up the os. all we have is the pc. i'm kinda new at this. maybe it just cant be done?

These are very small and complete operating systems.
What you want to do with coing windows is considered piracy, since you do not own a legal copy. Sorry I know that is not what you want to here.

the os on the pc is legal. so your saying that to make a back up copy of that is illegal? i just want to have the os copied so if it becomes corrupt, due to being used by surfing in "muddy waters" by it's owner, i can reinstall os for him.

According to the MS EULA you must have the COA (the little sticker) attached to the computer, the manual, and the original MS CD. You can make a backup but you still need to have the other three to be legal. To assist you in making a backup of software to do not legally own is illegal in it's self.
Whom ever owned the computer before you should have given the disk to you or uninstalled the OS prior to giving it away.
