"encountered a problem and needs to close" error messages Can't open programs

I'm getting this error message on 90% of programs I try to open. But if I keep trying it will eventually open. It doesn't happen on chrome/firefox, thankfully.

Another problem that I believe is connected to it is that I can't open a browse window. On photobucket for example I'll click "browse" and it won't open. But if I restart the browser a few times it will eventually work, just like the problem above. I had some sort of worm on my computer earlier this month. I removed it and since then ran multiple more scans (malware anti-bytes) and nothing new comes up.

Any help will be appreciated.

yeah, I know that. I knew it would be hard to diagnose. which is why I included the browse problem to help narrow down.

I've tried googling and can't find anything.
