Combofix download blocked Cannot download ComboFix

After I configured a SaaS Appliance (Software as a Service) appliance from Webroot, I get the following message when accessing the file:

Access to this page or document is blocked
http://download.bleepingcomputer.com/sUBs/ComboFix.exe

Block Reason: Malware Content Detected (application/octet-stream)

Malware Name: App/NirCmd-Gen

Malware Category: Application

Your antivirus is blocking the downloading of Combofix...this is common.
