Choose New Settings?

Suddenly now when I first start IE instead of being taken to my home page I'm brought to this first:

http://runonce.msn.com/runonce3.aspx

where I'm asked to make new selections settings. I've never encountered this before and I've used XP and IE 7 for years. Have you seen this before?
