IE8 Not Connecting Diagnostic Tool results incl.

Hey all, I usually use Firefox, but today I needed to use Internet Explorer and each time I try "Internet Explorer Cannot Display The Webpage" and I am prompted to use the Network Diagnostic Tool for Windows XP. Each time I use the tool the results are:

Windows cannot connect to the internet using HTTP, HTTPS, or FTP. This is probably caused by firewall settings on this computer

Check firewall settings for the HTTP port (80), HTTPS port (443) and FTP port (21).

You might need to contact your ISP or the manufacturer of your firewall software.


IE8 and WeatherBug are the only programs that are not connecting. Firefox connects fine, Norton Internet Security 2010 connects to update servers fine, etc, etc.

I have rebooted, reset my firewall a few times and still no go, I have also disabled the Network connection and used the repair tool, still no go.
I have also completely uninstalled my firewall program(Norton Internet Security) to see if it was causing the issue and the problem was still there, even after restarts.

Does anyone have any input on this?

Start Internet Explorer. On the Tools menu, click Internet Options. On the Advanced tab, click Reset. In the Reset Internet Explorer Settings dialog box, click Reset to confirm.
