Audio isn't clear

Not sure how to describe the sounds it makes really, but when there is supposed to be no sound, my computer is still producing sound, it's like a mixture of static, thumping, and humming.. It's pretty quiet, and you need to turn the sound up quite a bit to hear it, but it is quite aggervating when I'm trying to watch a movie. It will also make sounds when I do anything on my computer, like minimize Firefox, they're best described as a digital scratching sound.

It's not my speakers, because this sound is present whether I have headphones on or am playing sound through my speakers, I'm running Windows 7 Home Premium 64-Bit, and my soundcard is onboard 7.1 surround sound (I only use 5.1 speakers however) The computer is brand new, maybe 2 months old at the most..

Any ideas on how to get rid of this?

Okay, well I've found out what's causing it, it's coming from the line-in, not sure what to do about this as I use line-in for sound on my PS3 (I play PS3 on my computer monitor, get sound from my PC speakers) it's going to be quite annoying to have to turn it off/on everytime I mess with PS3

If it's being picked up on the connecting cable, you may need a higher quality (better shielded) cable, or you could try looping the cable (as close to the line in socket as possible) through a ferrite interference suppressor. Does the effect stop completely when the plug is removed from the line in socket?

Yeah it does, it also goes away if I mute the line-in under my sound properties.
