Is the "Banned" group really means that a user is banned in BleepingComputer ? Or is it a funny thing?

Really banned. Generally happens to spammers or members who repeatedly disregard the forum rules.

Thanks Budapest. 
In that case, it is quite shocking that xblindx got banned. I always saw him helping out others in the forums.
Personally, I have already made a mess many times too. I will try to behave myself from now on

Is it the username banned or the user themselves? I seem to remember at least one person being banned on one username but then returning on different one. I guess I don't know the ins and outs of it but thats how it seemed.

Banned means the user/member is banned from Bleeping Computer. It can only be done by admin staff. It is done on a case by case basis, and it is not an act or measure we take lightly.
