Mafia Mafia gameplay slow

Just got Mafia....but the gameplay is annoyingly slow on my computer. Its a new dell w/ pentium 4. Am I right in assuming its the video card that is the source of the problem? If so, whats a good card for a good price?

What video card do you have? And when its slow is it choppy and laggy?
