I can't make a .doc

I am using Windows XP Home Edition OEM. My old computer would let me make microsoft works documents called .Wps or something like that.
So I don't know why .doc is so special. Does it have to do with windows professional? And is .Rtf good enough?

Notepad will open if .txt files and Wordpad opens .rtf files.
I hate sending resumes in those formats but since I do not have Microsoft Word and most employers do not have what I do, WordPerfect, I usually end up sending them that way. I usually copy my resume into an email and also send the .txt or .rtf (am never sure which is the better choice) file as an attachment.
Sites that let you upload a resume to their site have accepted mine in WordPerfect format (.wpd) though and it seems like they get it just fine.

Do you happen to know if it includes anything in it that is similar to Excel? I think Excel comes with Microsoft Office and I cannot really tell from the website for OpenOffice if it comes with that

Right click on desktop scroll down to new is on the dropdown.
