Move the "hdd group" above the "cd rom group" (it should say somewhere on the screen how to move them...it may be F5/F6). Save and Exit.

Okay, I did that and proceeded with the reinstall but it's still popping up the same errors it was before:
Setup cannot copy the file: osinfo.XML
I can skip over it but will that interfer at the end with setting windows up in the final stges of setup?
I skipped it cause it was all I could do and it interfered at the end. it says:
an error has been encountered that prevents setup from continuing. one of the components that windows needs to continue setup could not be installed. access denied. press ok to view setup log file.
ERROR:
installation failed: I:\i3686\asms. error message: access denied.
fatal error:
one of the xomponets windows needs to continue setup could not be installed.
acess denied

Okay, from what I've read on the internet about that error, I'm pretty sure it is related to your finicky optical drive. Either go buy an external (the easiest) or buy an internal (more difficult). Repairing it isn't worth it.

A internal drive on a laptop is rather painless to install. Its easier then installing one in a desktop.
My work schedule is as follows: Mon and Tues 1800 to 0600, Friday - Sunday 1800EST to 0600, and Wednesday to Thursday 1800est to 0600. So if I do not respond right away I am at work.

Is the disk scratched or damaged in any way? That is another I'm reading through Google. The setup is having problems reading from the disk, possibly because of scratches or smudges.
Try carefully wiping it with a clean cloth. You will need to wipe the CD in an outward pattern. NOT IN CIRCLES. Wipe from in to out until the CD is dry and clean.
