(1) Go to IRS site: http://www.irs.gov/efile/article/0,,id=118....html?portlet=7
You can go there directly, or first go to www.irs.gov and then click on "Use Free File to Claim EITC" link at the top.
(2) You will see that the page has 4 buttons. Click on the left lower one "Start My Free File Fillable Forms Return".
(3) You will arive at warning page saying you are about to leave IRS site. Notice the URL in the address bar - it will either have "www.freefilefillableforms.org" or "www.freefilefillableforms.com". If you go on and click on the button. It will redirect you to that site.
(4) Come back to the page in step (2) and refresh it with Shift+Reload. Then try the button again. Now, the URL at the top on the warning page will read the other site. If it still points to same one, go back an repeat. Within a few refreshes you will get it to go to another site.
Now, what I found out in using both sites is that they are independent from each other. Username/password on one will NOT work on the other. They also use different technologies (Adobe vs Microsoft Silverlight).
This unpredictable behavior of a button on IRS site is very strange. Imagine people filling our half of the forms and then coming back to fill out the rest of their form but going to the other site next time - they would be very confused...
