For the last couple of months "Free public WiFi" has be showing up in "view available wireless networks" I have tried logging on when nothing else was in range but it does not connect no matter how long you let it try. Curious if others in the NY noticed it also and if anyone knows just what it is.

In NY or NYC? Can you narrow it down to a specific area? If NYC maybe between what streets and cross streets?

It is not localized, I get it all over out by me and over in Connecticut when I go over. I had a thought that it may be a private frequency for Verizon or the like.
