"Hiccuping Network"?

For the last several days, i think my network (AT&T DSL) is "hiccuping"
I keep getting this message from my AIM on both computers

AOL System Msg (7:49:54 PM): Your screen name (pagansunfireleo) is now signed into AOL® Instant Messenger ™ in 2 locations. To sign off the other location(s), reply to this message with the number 1. Click here for more information.
I know it might not just be AOL, i get my yahoo sign box as well. I can be surfing sometimes, and i get the "The page cannot be displayed" message. This will normally last for about less than 5 seconds


So, can a network "hiccup" or go through brief outages? If so, how can i fix this?
