Can I plug a network card like this one in a 32-bit PCI slot like this one and expect it to work properly?

I am not sure but that looks like an older ISA card. It should not fit.

If it fits correctly in the slot then it should work ok, but I think you will find that card to be too long to fit in the slot properly.
