BleepingComputer.com: need advice for database

I am looking at creating a race schedule database using the mysql. Here is a example of what I am looking for:

Can anyone give me how this is created, and managed?

The aspx extension on the file indicates that it is created in ASP. The ASP manages the database transaction, and generates the code to display the content. Presumably there is an administrative module to update data.

is there a program I can run that will allow me to create and edit the database? I have been using a modified shopping cart, but there are limitations. Or do I have to create it only by code? I want it easy enough for others to do once I have it created. I also edit files in the shopping cart using .csv files, I would like something like that to modify them.

There are all kinds of programs to create and update databases, but you still have to know something about databases before they will be useful. Your favorite search engine should provide plenty of choices. And truth be told, SQL is simple enough that anyone who knows what they are doing can maintain it and update it, but again, they will have to know something about SQL.
