Can't delete a folder

I made a folder under C:\ to keep pictures in for a site I was working on and I made a couple sub-folders under the main folder to sort and keep pictures that were in various stages of work. Any way, I got done with all the pictures, moved them all and now I can't delete these folders. When I highlight it and hit delete it goes away and then comes right back in about 3 seconds. I can't even delete any of the sub-folders. I don't think this is a "administrator" problem but heck it might be. I don't think it is because I'm the only one that uses this computer and to my knowledge I never set up anything like that. Help! I just got back from my "recycle bin" and there are several of these folders in there. It is deleting the file and then recreating it. If I go to the recycle bin and highlight one of the deleted files it says that it was deleted at 10:00 and it was re-created at 10:01, over and over and over.

Download, and install Unlocker: http://ccollomb.free.fr/unlocker/
Restart computer.
It'll install under right click menu.
Open Windows Explorer.
Navigate to offending folder/file.
Right click on a folder/file. Click Unlocker
Select Delete from drop-down menu:

Click OK.
A folder/file will refuse to be deleted, but Unlocker will give you an option to delete on reboot:

Click Yes.
Restart computer.
Restart computer.
It'll install under right click menu.
