Stand by doesn't work

Those options should be under the Advanced tab in a window just like this:

It should allow you to chose things like: pressing the power button activates Stand-by, etc...
Can you still do it through the Start Menu? Or is that what you were trying to begin with (you didn't specify what you were pressing)?

Yeah, I have it enabled to when I press Sleep through the start menu to go in stand by mode. But when I press it, nothing happens. I also have when I press the power button once (not hold it) on the tower to go to stand by mode but that doesn't go into stand by mode either. This happened to my hibernation a long time ago where I lost the ability to go into that mode, and now I can't do stand by either.

The biggest problem behind Stand-by and Hibernate is most often faulty drivers. Reinstalling/updating usually solves it. If not, then you'll have to take more drastic measures (maybe a clean install).
But try updating first, and see what happens.

So it still won't standby but before I wouldn't even get the message "Preparing for standby" so I figure its a driver problem but its still not fixed. Hope this isn't too confusing to understand.

Perhaps you could check power options behind some devices.
My computer, Properties, Hardware, Devices, Network adapters
Select the one(s) that you use
Right click, Properties, Power Management
UNCHECK "Allow this device to bring the computer out of standby."

I'd also be looking into other devices that might be preventing standby - Modem? USB Root Hub(s)?

Please provide additional information about your system and you can get some better advice.
Click Start, Run and in the box enter:
msinfo32
Click OK, and when the System Summary info appears, click Edit, Select All, Copy and then paste the information back here.
There will be some personal information (like System Name and User Name), and whatever appears to be private information to you, just delete it from the pasted information.
This will minimize back and forth Q&A and eliminate guesswork.
For video driver information, expand the Components, click Display, click Edit, Select All, Copy and then paste the information.
