I'm having trouble figuring out why my CPU usage constantly spikes to 100%. I'll hear whining like a scan is being run but I don't see what's causing the problem. It happens even when I don't have open applications. Also, my recovery partition is redlined. What is the significance in that?

Well, go into task manager and see what is eating up CPU cycles, and we can go from there. While in task manager, click on VIEW>Select Columns and check I/O Reads and I/O writes to see what is accessing your hard drives.
What operating system, how many processes are being shown running in Task Manager?
Generic stuff applies, run your antivirus scan etc.
