Help
So my computer issue is that the Case fan is running really fast and the green power light turns orange on startup

Turn your computer on and look at the lights on the back. You will be looking for something that resembles this:
They will be labeled A, B, C, and D. Make note of the color of each light and tell us what they are.

Pull the power cord on your computer.
Leave it disconnected from the power supply for at least 1 to 2 minutes. This will let any residual energy in the power supply dissipate.
Plug the power cord back in and once again try to turn your computer on. Look at the diagnostic lights on the back and see if you get any lights and also the status of the power light on the front of the machine.

Open your computer and make sure all electrical connections are tight.
Re-seat your memory. Make sure there is not an overabundance of dust internally in your computer.
Then once again retry powering on your computer. If you are given the same results, it would be worth trying another power supply as that may very well be the culprit.

everything is seated properly and the power supply fan spins when it is turned on and the cpu fan is the one that spins so loud it sounds as if it is going to blow up and the power on led light is orange instead of green so i tried another power supply and it gave me the same thing im leaning toward a bad mother board does that sound like a reasonable assumption

Yes, if you still get the same results from the machine with a different power supply, then your next step would be the motherboard in my opinion.
