error installing windows installer 3.1

Hello. Im having trouble trying to install the windows installer 3.1. This is preventing me from updating my computer, and installing other programs, such as windows media player 11.
Ive downloaded the windows installer from the microsoft site. The file name is WindowsInstaller-KB893803-v2-x86.
While extracting the file update.exe, its giving an error: Extraction failed, the system cannot find the file specified.

Ive been googlin for hours, with no solution. Please help

I tried to..it is just the same problem..
