Is there any way to host my own site from my harddrive, Also I know nothing about http or java or anything, is there a program that a novice like me can handle for creating the layout of the site?

Hosting your own website is a major undertaking, you'd probably be best served by using a free hosting service.
A service I've used before is Freehostia. I can't say I'd recommend their paid packages, but their free package is one of the best out there.
There are also a bunch of programs out there that can help you write web pages without having to know HTML or other languages (though, I highly recommend learning at least HTML as it will let you write much more complex designs) The two most popular are Dreamweaver (costs a lot) and KomPozer (Free)
