Run Xp in windowed mode not games or apps

I have a monitor that has run into some kind of problem, and the screen has become stretched out so that the icons and all content on the extreme right and left (like the Start button and the system clock) are no longer visible. The monitor's buttons at the front which allow you to adjust the placing of the screen don't work. Some of them do, and I can scale the screen vertically, but not horizontally, and I can shift the screen entirely to the right to see the Start button but then a large part of the left side gets cut off. Its a hardware problem, I think due to moisture. Its an old one, I don't use it much, and I can't find the time to get it repaired.

My question is, is there any way to run XP itself in a windowed mode? We can run games that way, or a virtual PC. This is how I want it to be, the XP desktop itself shrunk:
