I have read what this IS but not what it DOES. Everything I have read it seems people conflate what it is and what does and then just accept it as being okay without asking any questions, because the former explanation sounds benign. I recall SAS lagging up my computer horribly the first time I got it. I got it again recently and it found some things that my other programs did not, so it seems decent, but again I'm dealing with lag issues and I just remembered that SAS slowed my CPU down last time (which became rather evident after I uninstalled it). And I should clarify by saying that it's occasional lag plus unusual (terrible) hang time on boot up, and I know that this .dll has something to do with the boot up / log on points.

SASWINLO.dll is a file that uses the Winlogon Notify key to automatically start if your have SAS set to run at startup in either the free of pro version.

It shows in the registry as:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\Notify\!SASWinLogon]
"DllName"="C:\\Program Files\\SUPERAntiSpyware\\SASWINLO.dll"
"Logon"="SABWINLOLogon"
"Logoff"="SABWINLOLogoff"
"Startup"="SABWINLOStartup"
"Asynchronous"=dword:00000000

and it shows as a common entry in HijackThis logs as follows:
O20 - Winlogon Notify: !SASWinLogon - C:\Program Files\SUPERAntiSpyware\SASWINLO.dll
