BleepingComputer.com: language bar and quick launch bar keep running away from it's original position!!

hi, as been mention my language bar which i used to minimize it and suppose to be at the right hand side of the windows keep running away from it's original position (it will be just next to the quick launch-left side of the windows). mean while the quick launch bar which suppose to be 3 small icon with a small arrow keep displaying all the icon in a row......i try to adjust the language bar and turn off the quick launch bar...but as the result the start button is disappearing with the whole bar.....i dunno what is going wrong.....is it the windows system error or my laptop is been infected?
