failure to shut down unable to shut down computer

I need some help. Every time i try to shut down my computer, by clicking shut down, it restarts. I have tried resetting the power manager to be sure it is set on shut down and not sleep, restart, etc. The only way I can get it to turn off is to hold on/off button and do a hard shutdown. Computer is an hp laptop, running windows 7, did the same with vista. Recently changed my hard drive otherwise nothing on computer was changed.
