Expression Web - Picture Toolbar "Set Transparent Color" icon greyed out

Hi,

I'm using Expression Web and trying to make one colour in a gif image transparent.

You normaly do this buy highlighting the image, clicking on the "Set Transparent Color" tool on the Picture Toolbar then with the tool clicking on the colour in the image that you want to be transparent.

The problem I have is that the "Set Transparent Color" tool is greyed out, as are most of the other tools. I have also noticed that on gif images that I have inserted in the past, when highlighting them some have all tools available but others have virtually none.

Anyone any ideas?
