Is it giving a path name to where the file is located? Often times malware will appear in the browser cache, and it is just a matter of emptying the browser cache.

it keeps changing location but its always in windows temp folders. for example:
C:\Windows\Temp\raqj.tmp\svchost.exe
those kind of folders. the names keep changing but it always keeps up showing up in the temp folder
should i just delete the entire temp folder and see what happens?

Sounds like you might need to head on over to the Am I Infected? What Do I Do? sub-forum and create a new topic there with your problem description. This is really outside the realm of what should be inside the Windows 7 sub-forum. The malware pro's in the A.I.I. sub-forum can check your system, tell you if you are infected, and what to do about it.
Best of luck to you.

Delete the contents of your temp folder, and empty your browser cache. If you are unable to delete those files, then do as keyboardninja suggested.
