Why doesn't my computer detect my new USB device when I'm running Windows XP or Windows Server 2003?

When you connect a new USB device to a computer that has no USB devices, Windows XP and Windows Server 2003 may not detect the new device.

I am having some problems in the Disk Part Console, after I plug in a USB Flash Drive, the Disk Part List does not include it.

Disk management Does but Mark Partition as Active, (which is what I need to do), is greyed out, when right clicked.

First Off from MS above; "When you connect a new USB device to a computer that has no USB devices, Windows XP and Windows Server 2003 may not detect the new device. "

A new USB Device to a computer that has no USB Devices ? ? Whaa ?

Although the drive is being detected but apparently not by Disk Part, How to determine my or what server I have on this Compaq Presario 4403US ?

What is my Server, . . is it XP ?
