XP Pro won't shutdown using Shutdown command

I bought a refurbished (by Dell) DellGX520 Sunday.
When I turned on the desktop the first time it loaded, through Cross Platform Technology X3-Image, XP Professional Service Pack 2 and than I think it loaded Service Pack 3.

Once XP Pro installed I upgraded IE 6 to IE7.

Now I have an intermittent problem. When I click on the Shutdown command or the Restart command (using Start/Shutdown) nothing happens.

I can shutdown manually (holding the on/off button for however long until the desktop turns off). The system seems to operate normally for a while, i.e. turning off using the shutdown command, then it the shutdown or restart command don't execute.

No error messages or any other messages have popped up.

Please advise?
