Okay, lets see what you guys think:

PC: Dell XPS 400
OS: Windows 7

The issue with networking that I am having is really weird, the computer in question here was at my grandparents house, plugged up to their network and working just fine. I unplug it from there, take it to another house and plug it back up (All but the internet [ which is windstream / SpeedStream modem.]) I reformat the computer, THEN i plug in the internet cable, update the machine, all that good stuff. I walk out of the room and when i come back, the modems DSL light is blinking.

So after ALOT of basic trouble shooting, I figure it is my computer (The computer I am typeing this on IS ON that same router so I know it works.) Now at first i thought it was my network card(s). I put the (s) cause it has one that is built onto the motherboard, the other plugs into the PCI slot. The on-board isnt being used because the clip that holds the cord in is broken, so ive been using the other one since for ever.

I then rulled that out cause I ALSO plug in a USB cable from the modem to the computer, installed the drivers and all that good stuff also, AND still it doesnt work.

Any more information needed, jst ask.

So you formatted a working PC, it was working/updating itself, you walked out of the room, you came back and the DSL wasn't connecting?

Most DSL modems are able to connect USB or Ethernet not both at the same time.

Is the DSL modem also a router?

What do you see if you type ipconfig /all and hit Enter at a command prompt?

I'm sorry, I'm a little confused.
Hope this helps Posted Image
