I believe that the wording used by MS...has stated that "retail versions" of XP are the ones that can be moved to a replacement system. Which would say to me that all other versions are treated in the same manner as Mocrosoft OEM/System Builder versions, where replacing key components is construed as a change of system worthy of a new license.

In any case, that seems to be the approach the PA personnel are taking...it makes sense to me.
