itunes has failed to start... Installation issue

I have completely uninstalled itunes from my computer (and everything that goes with it). Once I have removed everything I try to reinstall it. It says that it reinstalls successfully until I get a message that says the following: "This application has failed to start because icuuc40.dll was not found. Re-installing the application may fix the problem." Then I hit OK and I get, "iTunes was not installed correctly. Please reinstall iTunes. Error 7" I have no idea what to do. Any help would be appreciated.
