internet options problem opening

when i try to open internet options a little window pops up real fast and closes.but it will not work
so now i can't delete the crap files and soon my pc will crawl to a slow death as it will fill with crap temp files.etc.

any advice would be a help.
and thanks for even reading this even if you have no answers for me

Try running chkdsk /r on the Windows partition.

Start/Run...type chkdsk /r (space between k and /) and hit Enter or OK. Type Y in response to onscreen query and hit Enter or OK. Reboot the system, the command will execute...upon completion, the system will boot into XP.

You might follow that up with defragging same partition.
