Can't Download, Freezes at 99% Downloading

I am hoping someone can help me. I can't download anything!!! It doesn't matter if it is from an email file or the internet. I start downloading, but then my computer stops at 99%. Any help to correct the problem would be appreciated. I think it might be something in my network connection, but I don't know much about configuring my computer. I'm just a user.

Try downloading Firefox or another alternative browser, and try downloading with those.

What anti-virus SW are you using? Try disabling it temporarily then try another download or two. IIRC I have seen this happen with Avast and NIS in the past.
