computer powers up but nothing works

my computer turns on but it wont show anything on screen nor the power light turns on at all. i hear the fans running and everything else like its loading. when i put on the power button it wont turn the computer off even after pushing it for 1 min or so.
Can anyone please help me on this issue

yeah that was the 1st thing i did
now what happens is that i turn the computer on and i start to hear the fans. the power light doesnt turn on at all. when i push the button to turn it off it wont i have to unplug it to turn it of. the monitor stays on stand by

Let's test something.
Once again reset the CMOS. Put the jumper on the 2 & 3 pins for 5 seconds, then remove it.
Do not put it back on Pins 1 & 2 but try booting the computer.
What happens when you try this?

nothing happen it does the same thing now before the fans use to spin at a low rpm and how they are spining higher. i figured i will let you know about that. Also when i unplug it i push the power button to release any energy that it has left but nothing happens

ok nothing happen could it be that battery that its drained and it wont work?
i am currently using satellite internet and we are about to get a storm if i am not able to answer right away i will once the storm passes

The motherboard will boot even if the battery is removed, but it will not hold the CMOS settings when the computer is turned off, so I am not suspecting the battery.
Have you had any storms lately with a large amount of lightning or possibly any power spikes?
Do you possibly have another power supply to test with?

no storms at all just today now the one thing is that last night i was debating on turning the computer off just incase the problem was going to happen again. well thats what happen i turn it off and this morning when i turn it on thats what happen
I have another computer but its an older one from 2001 and this one is from last yr
