Biostar Tpower i55 RAM problem

hello all, i have an issue with my new PC i built. the issue is as follows.........
ive installed 4Gb of RAM but under the properties in my computer it says the following
4GB installed (2.99GB useable) and also in CPU-Z it shows my RAM is in single channel not dual channel, can someone with the same motherboard direct me as to correct RAM installation on this board.
currently i have the Kingston DDR3 1333 2 x 2GB RAM installed in the B1 & B2 slots of my motherboard (single channel) and it says 2.99GB available, now when i install the RAM into the Dual-channel slots like the manual says i should, the system shows 4GB installed (1.99 useable)
in using Win7 ultimate 32-bit. any suggestions would be great thanks.

Memory goes in the orange slots for dual channel. Since you are using WIN7 32 bit, you don't use/see all of your RAM.

No idea offhand why you only show 1.99 gigs useable in dual channel.

yeah i know 32-bit limits the RAM, but ill be happy with like 3GB in Dual mode but only 2GB at the moment??? something must be wrong there.
