BleepingComputer.com: Creating a program

I've noticed that i would like a clock that could stay on my second monitor so while i was playing full-screen games i could see what time it is. Now i've also wanted to dabble in a little bit of programming language so i really have 2 questions. 1) Would it even be possible to create a program that would allow a *clock per-say* on the desktop? and 2) What language should i use? or is it just personal preference?

Also if this is in not in the appropriate forum sorry, please go ahead and move it.

It is pretty easy to create desktop widgets for Vista and Windows 7 using simple javascript and html. It's even easier to just download one and use it.

Widgets are not writtten in Java. They are written in Javascript, and yes, some knowledge of Javascript is necessary.
