Top Sites does not appear in Safari 4.0.4 New Safari advertises Top Sites?

I upgraded to Safari for windows 4.0.4 hoping to use Top Sites. Apple claims it works only with DirectX 9 which I also have. Clicking preferences, Bookmarks...I'm supposed to be able to click Top Sites to turn it on. However, it does not appear in the list of choices.
What am I doing wrong?
