Can you access the Recovery Console ? On a Formatted and WXP OS Installed HD

How to get into Windows XP recovery console without a Windows XP CD.
Question:

How to get into Windows XP recovery console without a Windows XP CD.
Additional information:

Users who have purchased their computer from an OEM or with a pre-installed version of Microsoft Windows XP may get a Recovery CD or another non Microsoft Windows XP CD. Unfortunately these CD's often do not have the recovery console feature found with the standard Microsoft Windows XP CD.

If the PC has had a new HD or a reformatted HD, but has a recovery Console installed,

I suggest you download the recovery console disc[direct download]. Then burn that file onto a disc. Boot off the disc, and select R to enter the recovery console.

That's a pretty darn good idea, . .

I don't know what advantage there may be for a system that has been reinstalled by means other than factory model installed or re-installed from an installation disc, i.e. building from restore disc, then upgrading and updating, which I have done, and need to become familiar with the, "can do's", and "can't do's", of this tool, or if it may avail some advantage
to antiquated systems like this Toshiba 7160, . . but as soon as I can get around to it, I'll check that out. Thanks Much.

I downloaded the ISO file as suggested, however when opening the file to get a peek at it before burning, . . I found that Windows can not open the file and choosing the We Internet
service to open it I was directed to ;

There are other options such as open with, etc.
I have not tried that, shall I continue on writing this to the CD as is or find an association to open it first or other options ?
